William Wymark Jacobs was an English author notable for his short stories, often with a nautical theme. He is best remembered for the horror classic "The Monkey's Paw".

B.W. Matz (1865-1925) was a Dickens scholar and editior. He was a founding member of the CHARLES DICKENS Fellowship and the first editor of 'The Dickensian'. Jacobs is probably here refering to the Council of the Dickens Fellowship and to its meetings in London.
